Feedback on WARD 64 QUARTERLY MEETING – 24 November 2025 at RHK Library Hall

Unedited notes from Cllr Henriette Frohlich (ActionSA)

TMPD

Illegal foreigners arrested in July (6); August (26); Sept (40). On Monday, 21 illegal foreigners arrested on RHK & Panorama Rd, The Reeds. TMPD often at Phillips Cafe, further up Panorama Road.

The only way of dealing with racing cars is by being visible. There are 6-7 vehicles on night patrol. Turnaround time of broken vehicles in garages has drastically improved. Access to vehicles is currently not a problem. Two motorcycles were recently written off & one traffic official died.

Status of new intake of 200 TMPD patrollers: Fitness test has been completed, English test now on-going; training of the new 200 TMPD officers to start in January, and will last a year. Tshwane has not invested in TMPD personnel since 2012. This is the first intake.

Mahlangu Informal Settlement falls under Olievenhoutbosch SAPS. MMC Community Safety met with Home Affairs to sign an MOU to improve coordination between national & local govt entities.

AARTO license will block trucks license but won’t block foreigner drivers license. The moment they pay their license, they can recover their vehicles from pound.

Kolgans Park: Cllr Alta says there are plans to close Kolgans Park with a fence. She says it belongs to RandWater. This is not correct. It belongs to the city. Please let me know if you hear differently.

Roads: Director Soma Naidoo

Panorama & Alice street stormwater pipe has been extended.

Mulder Street flooding is bad. River is overgrown with vegetation. Officially region needs to apply for EIA (wetland). Started with opening of channel today, water seems to have dropped a bit.  Will continue this week, weather permitting.

Water: Director Sibusiso Mabase

City water is safe to drink. Water quality in Itereleng (Ward 61) is currently not good, so water source has been closed and residents are currently getting water from Sutherland. Purchase order for backfilling & paving has been approved, but with limited resources, process was delayed. Plan to catch up with backfilling in region.

Streetlights: Director Josiah Chauke

We committed to Panorama/Rietspruit (80% complete), Brakfontein / Drakensberg (30%), Rooihuiskraal (30%), Lenchen. Where we commit our resources, we want to leave a mark. Where we finish, we weld to deter vandalism again.

Community Upliftment Project (CUP) has been initiated by Mossie (Thatchfield) for streetlights on Rooihuiskraal, Thatchfield, The Reeds. Once approved, residents who want to voluntarily participate will receive more info from the ward councillor. CUPs are valid for 3 years. CoT will assist with cherry pickers & oversee work to ensure system is not compromised & those installing bulbs are safe (legal obligation). Residents in Thatchfield say they have not had working streetlights for over 10 years.

The meeting ended at 20:09. Thank you to the residents who joined.
